man: include global options with customized descriptions #6403

Commands which define one of the global options (--force, --quiet, --verbose, --debug) with specific behaviour don't currently list them in their man page entries, although they are listed under brew help <cmd>. This change allows global options with customized descriptions to be included in the man page.
